State IT Department Training

Project Overview

Client: Kansas Office of Information Technology Services (OITS)
Project Type: Scenario-based eLearning Modules
Tools Used: Articulate Storyline 360, Rise 360, Miro
Learners: State agency project managers and support staff
Learning Goal: Project managers from Kansas state agencies will understand and correctly utilize the new project intake process using the Standard Operating Procedures when submitting requests for IT projects.

Instructional Objectives

Learners will be able to:

1. Define the purpose and scope of the IT Project Intake Process and identify its key components.

2. Explain the benefits of the standardized intake process, including transparency, resource optimization, and strategic alignment.

3. Analyze the roles and responsibilities of the various stakeholders involved in the intake submission process.

4. Interpret all stages of the project intake process and the actions required at each stage. 

5. Demonstrate the ability to accurately complete the IT Projects Review and Request Form by providing all required details.

6. Apply the criteria for state IT projects to ensure their submissions meet the appropriate qualifications set by the Information Technology Executive Council (ITEC).

Front-End Analysis and Design Document

Process

  • Reviewed the revised SOP provided by Kansas OITS
  • Identified knowledge gaps and key process pain points 
  • Collaborated with SMEs and stakeholders to clarify terminology, roles, and critical tasks
  • Mapped out the learner journey for new vs. returning user


Design Document

This project was guided by a comprehensive Instructional Design Document developed using evidence-based practices, including:

  • Learner analysis (age, education, motivation, tech comfort)
  • Clearly defined instructional objectives aligned with state IT goals 
  • Media strategy using Storyline 360 and Rise 360 to support asynchronous learning 
  • Instructional strategies rooted in Cognitive Load Theory, Cognitivism, and Gagné’s Nine Events of Instruction


Design and Development: Storyboard

  • Storyboarding: Created visual storyboards with real-life scenarios for intake challenges
  • Scenario Design: Used branching decision trees to simulate the submission process
  • Job Aids: Developed downloadable quick-reference guides for ongoing use
  • Accessibility: Ensured the training adhered to inclusive design practices

Assessment Approach

Formative

Embedded knowledge checks, scenario-based quizzes, and instant feedback

Summative

Interactive decision-making simulations and SOP-based scenario evaluations

Outcomes and Impact

This project resulted in a streamlined, engaging eLearning experience that helped project managers across 12 Kansas state agencies understand and apply a new standardized IT intake process. The highlight for me personally was getting to use my instructional design skills in a real world context.
